I'm not sure what you're asking. Do you want to add a blog to an existing site? For just one user or multiple users?

There are a ton of .NET blogging engines available, and you can't easily answer the question about instructions & automating the install w/o figuring out what you and and then picking an engine.

You can look at products like SubText, dasBlog, Community Server, BlogEngine.NET, among others.
