I think the question is what's the consequence, not what the rule is. And, of course, I'm always for considering circumstances.
Given that alcohol consumption is illegal for those under 21, I guess I'd wonder what circumstances there could be where someone in that group would legitimately have a BA level over 0. I suppose some medications (though many such drugs tell you not to drive while taking them).
IOW, I'm not opposed to the rule, but I don't want a hard-nosed, no explanations, application of it.
