I was thinking, what if he booted from a floppy and disabled booting from the hard drive by removing or renaming the system files. Sure, if someone had a bootable floppy they could get in, but other than that it's pretty safe. The BIOS on this computer has no security or passwords. Any other ideas?

you have a pproblem with that bios - maybr you should consider changing the bios
the policy editor can help to some extent (but it has holes)
anyway what ever you do (besides encypring the whole data)
whill not be real safe
