Ought all who use a certain currency stick to the same opinion on every issue? The only issue they have agreed upon for sure is that they'll use that currency. And of course it has many implications. But a minister of foreign affairs???

In 2007 some eastern goverment decided to use violence in ending a terrorist action. Less than one hour later a socalled 'European minister of foreign affairs' was quoted in the media. He condemned that government action. My first thought was "Huh? Since when do we have a foreign minster of the EU?" and another thought was "I don't agree and I think the Dutch minister of foreign affairs won't agree either".
