Tito used to go through Novi Sad occasionally, from the residence on the Pannonia manor, en route to Belgrade. The trouble was that he'd go some time in the morning, in a motorcade, and the cops would cordon off the corridor at least three hours in advance. The cordon went down two main boulevards - west to center, center to south. Novi Sad is the center of the province, and the province is still exploited (it contributes about 40% of tax revenue, while holding only about 25% of the people and getting about 15% of state finance diverted to it); nowadays at least there's something like a highway so it wouldn't exactly cut the city across.

During the four years I spent there at college, I saw the cordon three times, plus probably twice as much when I didn't see it - most of the time, all my points of interest were in the south half.

BTW, local criminals had a field day. All the cops were busy for hours, and PO'd like wildcats for having to play a mushroom for hours.
