Visual Studio 2008 WPF experience sucks and is only marginally better than VS 2005, so don't hold off on that behalf.

I'd highly recommend Adam Nathance WPF Book, which is very readable and technically brilliant about talking about the concepts.

It doesn't do much with Blend because design is not the focus of the book, but rather how it works and how to code with WPF. While I think it's important to figure out how to work with a design tool like Blend, it's more of a completely separate track/book you should read for that. Blend won't do a shred of good unless you have a pretty good grasp on how WPF works in the first place.
