Exactly - because they are all guilty by association. I don't see how is this different from bombing. You are saying that one country has the right to chase its enemies on the territory of another country, and any civilians who get shot in the process are actually guilty for harboring them. No need to go into details such as whether they were blackmailed into it, forced at gunpoint, or were just doing their cultural thing, like supporting the enemy of those whose drone bomb killed a dozen people at their kid's wedding.
