VisualSVN doesn't have the same install process as Subversion/Tortoise. Like you found out, the latest version of Tortoise is built against the latest version of Subversion. You can either just download an older version of Tortoise http://sourceforge.net/project/showfiles.php?group_id=138498, or upgrade your version of Subversion. To upgrade Subversion just download the ZIP file and unzip the share/bin/iconv folders on top of currently installed copy (mine is in C:\Program Files\Subversion).

You can download the latest Subversion ZIP from here: http://subversion.tigris.org/servlets/ProjectDocumentList?folderID=8100&expandFolder=8100&folderID=8100

Scroll to the bottom and download the file: svn-win32-1.4.6.zip (assuming you are going to use the Windows Service and not Apache).
