Depends on how you built the server. DLL servers run inprocess and so can't really be configured. EXE servers run as separate process and can be configured via DCOMCNFG.
DLL Servers can be hosted in COM+ in which case you get the same configurability as you have with DCOMCNFG.
Access rights can be managed for EXE/COM+ servers based on access and launch permissions.
Both require configuration - by default Administrators and in most cases logged on users have full access to COM+ and EXE servers and you need to explicitly configure services to restrict that access.
