At one time we had a constitution which allowed among other things the freedom of speech.
Also, we live in a country that allows governments at various levels to “run the local show”. That could be at the state, county or city level. Should the federal government dictate what a local government may or may not vote on? Disagree with us and we will cut off all federal funding. Pay your taxes and keep your mouth shut like a good American.

Having the federal government run all levels of government would be efficient. There would be no deviation from the party line. Everyone would know his or her place and how to interact.

Personally, I hope that Berkeley did not just ban the Marines. We do have other branches of the military. I would hope that Berkeley was not discriminating against the Marines! :)
