Check the event log on the machine running Subversion as a service. Any Subversion-related errors? Is the service on another machine (and if so, do you have any software which could be blocking the port (eg. ZoneAlarm))? Check the registry key I mentioned, it should be something like:
"c:\program files\subversion\bin\svnserve.exe" --service -rc:\Subversion_Repository
Make sure the repository directory is correct, and make sure the name of the subversion repository directory is correct.
I'd also re-read the installation instructions for the service - make sure you typed everything correctly. It's >really< picky about spacing and case.
