Then why are they 'citizens?'

Since I don't relate to the U.S. legal system, I think I'll just drive 100mph today, walk naked around the block, go down to the local store and steal myself some groceries and maybe some gas, and stop paying taxes. Better yet, I'll just steal some food from my neighbors - they don't need it all - I'll practice redistribution of wealth. :o)
