You will have to install the now unsupported WIN32s subsystem to provide limited 32 bit services. My experience is that it is not a particularly stable platform, and Microsoft has withdrawn support for it, so if it doesn't work for you, you're not left with many choices. You'd be far better off getting your user to switch to Win95/98/NT.
