There was the speculation that oil revenue would pay for the war/rebuilding. And even in the most current budget they try to hide the true cost by not showing it in the overall budget, which I think has been the norm for years.

The Bush administration always refused to say how long this would take. Only the press and various politicians said how long it would take.
