The definition I've know all my life is 'a silly and annoying person.' It's not very common nowadays though. It was never used in a derogatory manner though - it was used more in jest - a silly word, not a mean one. I think it loses the humour (it's really a silly term) in translation to other cultures and languages. I don't know how or why the filter was named 'twit filter.' It probably just should have been name 'filter' or 'post filter' or 'message filter.'
