Pulling that off in Massachusetts is nothing short of a miracle (not the Dukakis kind of miracle). The fact that he wasn't assassinated while doing it in that state borders on a miracle. It may be less of a miracle if it eventually turns out that the surplus was due to 'creative' accounting..
I grew up in Massachusetts (long long ago), and IIRC the only constants we had back then were more state taxes, no public services like trash collection, street sweeping, police, etc unless you 'knew somebody', and the Boston Patriots being so bad they helped hockey and baseball more than any other single team in history.
