They'll only state that all of that is due to Bush's dissemination of faulty information. Even before he was president he was all powerful and controlled the information provided to Clinton. There were no intelligence forces of other countries or here in the U.S. There was only Bush. He is the only one responsible for everything. If he is that powerful and that capable, I'm surprised he hasn't been able to extend his presidency to his full lifetime and become leader of the world as well.

I think he should have been impeached for abuses to the bill of rights. But really, Congress and the President took action in Iraq. It was based on intelligence from within the U.S. as well as from external governments. Granted there were national interests involved - there always are when the U.S. takes any type of military action (even the small ones no one knows about).
