The surge is working, but it's not accomplishing its primary goal which was political stability and growth. A force similar to what was done in Germany for so long may be necessary once hostilities cease to ward off future hostilities (he doesn't see that force as participating in any action, just a security force in place like was used to ward off a move from Germany's eastern border) in order to allow Iraq's government to gain stability in the region.
