If I dial OUT, connect to ISP, by modem, then the browser will connect to http://localhost. If I am 'offline' it will not. I want to connect to localhost without the modem being connected. This worked fine in MSIE 3, but won't work in MSIE 4. Is this a setting I can change, or just the way MSIE 4 is designed to work ?
