You probably mean "Enhanced Security". Google gets you your answer then e.g. http://www.visualwin.com/IE-enhanced-security/

It is turned on by default on Windows 2003 servers, so if you're logging on to a W2K3 server console either locally or through Remote Desktop, that's what you get. You should minimize any browsing from a server console; the default setting is there for good reason.

If you're talking about a workstation on a domain, the domain admin may have set a group policy to enforce this for some or all workstations. You may not have sufficient permissions to turn it off.
