This problem can be solved programatically, Do the following,

Dump all the printable data into a seperate table (You can make duplicate copy of original table by using command COPY STRU), Then create another field and make groups of 10 Records each. In report create the group for new field and check START EACH GROUP ON NEW PAGE. Using above temp. file mehod you almost can do any thing in foxpro report writer,
