Are you sending from Outlook to an Exchange server? If so, Outlook is probably not using the same protocol (SMTP) as wwIPStuff.
The message size limits for SMTP connects are probably set quite low - 4MB or something. For example on Exchange Server 2000 (I know this is old!) the message size limits were in a properties dialog under the Server/Protocols/SMTP. (Can't remember details since I don't use Exchange any more, Exchange 2003 is similar, I don't know Exchange 2007 at all).
You can raise this, I think mine was set to 16MB or so because people would persist in sending huge documents via Email.
Outlook, using the proprietary MS Exchange protocol (RPC-based) won't be subject to this setting, so your emails would of course go through. But if you were to send to me for example, then both Outlook and wwIPStuff would be subject to the same restriction on my incoming mail server.
Just a thought.
