I guess so...no one here has 19", so I can't say about that :) But normally there's no need to resize anything if you develop at 640x480, except that objects/fonts will appear rather small at higher res., and the way around that is to resize to larger based on resolution, or I've even heard of creating special versions of app for different resolutions...
