The problem occurs when the code performs one way and the user (not the programmer) assumes the other. I guess a message or documentation could state something to the effect that all end dates include the end date or are inclusive. I've found it easier for the user to understand if the word 'through' is used (and yes we've used 'thru' for prompts) instead and then the end date is indeed included.
