Years ago (FPD 2.5) we used a very simple mechanism to accomplish something similar.
We had a single-record table that was readable by all users (upddated by a 'restricted' transaction. At key times (opening a specific screen, starting editing of customer record, etc. the workstation would
SELECT specialtbl
GO 1
IF certain content present, advise user accordingly
It worked well for our purposes back then.
