Aldough I did think in fact that Giulianni would play bigger role in this ellections. I just tought *powers* who managed to reelect Bush in 2004 wld have much easier task with polished2shiny Giulianni and then routinely continue beating in the same drumms
(Democracy2Arabs, terrorisam threat, security, defence, security, defence, security...)
But apparently situation got way out of control. (Iraq/SubPrime meltdown/weakening dollar/debt/recession etc)
My parranoya would further speculate <g> that they placed piles of tokens on HRC
(HRC vs McCain = Win/Win) who could elevate credibility abroad and is no stranger to war games & tough foreign policy - in a bid to secure continuation of the world 'improvement' projects.

But that got out of control as well - and now Obama is on his way up! :)
