You REALLY need to run the Setup Wizard and build a set of installation disks. THese can be run on any user's machine and will install the correct files in each Windows/System folder and register them correctly. If you have a set of disks that installs JUST the VFP run-time files, along with a small text file, it will take 3 disks.
