With the rebates, well, maybe - but only if they are automatically adjusted for inflation, or it will be a tax on the poor in a very few years.
The trouble with the sales tax is that the less disposable income one has, the more of it goes to sustenance. So those who can put 50% of their income on the side would pay nothing on that until they actually use it, if ever. If they invest that instead, they'd only make more money which may never be taxed.
OTOH, if the rebate patch on this is not adjusted for inflation, it will become meaningless soon, and the most poor will pay the largest percentage of their income.
