Assuming VFP9, you can hook Windows shutdown events with BINDEVENT() - check the "What's New" section in help, "Windows Message Event Handling".
I seem to recall reading about a SYS() or SET command or function that was new or enhanced to handle your situation - detect system shutdown for VFP "services", but I can't find the reference.
