There are several things. You need to make sure the web server has the Dot net framework installed for the version you are using such as dot net 2.0. If it has more than one dot net version installed you need to make sure your virtual folder is set up as an application with the proper dot net version. If you are using data, then you also need to make sure you have the permissions set up for the data.
I am not sure what you mean by the "limited security web server".
