Norfolk here is building light rail. There are railroad tracks going through Virginia Beach almost to the shore, but they are decommissioned (or "exempt" as the road sign says). It would be a piece of cake to revamp the track - no buildings to tear, no land to buy off, groundwork done already - but the city opted not to join in, because of (I'd never have guessed) the noise. Mind you, the track is mostly going through the less populated areas or business zones, and is mostly near the I-264, which is anywhere between 3 and 6 lanes from west end to the east. And that's in the city where the most popular bumper sticker is "I love jet noise" - NAS Oceana is the single largest employer, and the jet fighters are flying just a few hundred feet above the hotels around 24th-30th street.

And let's not forget that we'd also like to join in some of the tourist stuff that's going on on the boardwalk in the summer, but we don't go because there's no good parking space - unless we take the garage at the 9th, which may be full during larger events and then the extra parking is few miles south and then they have to provide public transportation to and from these parking lots.

Horses, sure. The sticker would be "I love jet manure".
