You don't have to be a billionaire to be rich. Someone earning over 100k/year makes more than 99% of the world's population.

The rich make the rules in all countries. The established rules, constitutions and otherwise have been influenced and crafted by the rich.

What (some of) middle class people do is bend the rules.
They also break them outright at all income levels. ;)

Corruption and thievery are present in all countries and at all income levels. I have yet to see a country where a police force in not necessary due to the lack of a criminal element.

Actually I said they make the rules. It is a minor nitpick, but there is a difference.
