While swearing among people who have Tourrete Syndrome may not be extremely rare, it is indeed relatively rare, according to my reading. So I think Tamar is basically right. There are people who swear for other reasons (like, moste likely, the people you were complaining about), and there are people - like me and some of my brothers - who have Tourette Syndrome but don't swear... well, not more than the average population, and if we do swear it is totally unrelated.
