Is launcher failure a rights issue?

I use a launcher (often a VFP exe) that copies new versions of apps to a local drive (usually C:\program files\appname) as needed. This has worked well for many years and at dozens of sites. A newer client whose app I've started supporting has ongoing problems with this arrangement. It works for some users but not for others. For example, on one shared workstation, user1 uses the launcher without problems but for user2, whose shortcut is configured identically, nothing happens--no error message, no program, nada. I'm convinced it has something to do with the environment (rights? profiles?) but the IT consultant who maintains the network denies that, insisting the code is faulty. The workstations all run Windows XP SP2. What rights must users have to copy an exe to their workstation and execute it? Is the fact that the new version is an .exe the problem? Why only at this client?
I've read everything I can find on UT about this problem and realize that the \program files directory can be a problem, particularly with Vista, so I am not installing new apps there. But there are lots of these older apps located in \program files because at the time, it was the "right place" for them.
