Generally speaking, if you're simply exporting reports, there are no additional licensing fees.

At one time, there was a limit on # of concurrent users/exports, but they did away with that, realizing that it was just unrealistic.

So as of the last time I talked to them (about 9 months ago), you can export without needing additional licensing.
