I would have to agree with Tamor and it sounds like you need to thump your 'predecessor' on the nose for not setting up a development environment. If he needs data from production then he should download that data into his development tables. Bad practice on his part (no practice cookies!).

If he cannot understand the whys and wherefores of setting up his development environment correctly, then perhaps he shouldn't be allowed back on the project.
