I would use MAPI controls for sending e-mail, but not for just starting up a browser and navigating to a URL. You can actually host a web browser in VFP and control it, but that sounds like overkill for what you need to do.
When you get the license error it usually means that you've installed a program that messed up your registry entries for the controls that come with VFP. The easiest fix is to download and run FoxReg.exe. You can get it from the files section here. Look in the Visual FoxPro in General section.
