Yes, the robot manages some data that our Web application has to use. So, he has to access the same data.

There is no SQL Server robot. The robot that is consuming the CPU is a VFP application that is accessing our data.

32GB

Is 16 good enough? And, I do not recall having mentioned that this was single CPU. Where did you get that information? :)
