This is what I use for the script to update that property:

EXEC master..xp_regwrite
 'HKEY_LOCAL_MACHINE',
 'SOFTWARE\Microsoft\Microsoft SQL Server\MSSQL.1\Providers\VFPOLEDB\AllowInProcess',
 'RegisteredOwner',
 'REG_DWORD',
 1
