if your problem still exists after checking the network cables, then there might be a problem with NTFS and/or (A)ctive (D)irectory rights. This depends on how the server is administrated. AD is able to inherit access-rights to new subdirectories.
Then there could be group policies (GPOs) and organisation units (OUs) that might interfere with the rights your user usually needs to access the DBF.
Best way to solve those probs is to contact the admin and try to get detailled infos about the above mentioned points.
