You bypassed part of my question. So, does it irk you when a citizen reports a crime to the authorities? How about reporting a possible crime or a suspicion for further investigation? What is so bad about someone reporting something that is suspicious so that the proper authorities can check it out?

In the case of the UT site, Michel is of course the policeman, the mayor, the legislature or town council, and the ultimate potentate. Anyone who reports something to him is not necessarily "feeling that they are the police" but more likely "feeling that they are being good citizens of the UT community."
