Crystal runtimes can be redistributed to clients. I'm not sure what that person was talking about, but runtime distribution always has been royalty free.
However, if you run crystal on a web server to serve web reports there are some licensing issues there, but if you want to distribute client desktop apps, you don't need a licence.
Crystal Reports licencing models always have been as clear as mud, and change with every version, but what you are reporting is really new to me. We distribute CR10 runtimes to many clients without purchasing licences.
I've once posted a question, whether it is legal to use the crystal merge files avialable from installshield. In effect that would allow you to design your reports in the standard version of CR and still being able to distribute. I never got an answer to that, so I assume that is legal.
