The license for Crystal 9 allows you to distribute it free, under certain circmstances. For example, if it runs on a server, providing report services, you need additional licensing. If it runs on the user's desktop, providing reports on demand, then it's free.
With Crystal XI (which I do not recommend for Fox devs because all COM APIs were removed), you now have to provide a copy of Crystal reports for external applications.
