First, the post was asking about licensing and clarify what he was told by BO, who in my experience, always give you the current licensing information.

Second, Crystal XI is NOT royalty free. I recently went through the documents and even a discussion with BO. If you are shipping to external customers, you must provide a copy of Crystal Reports Developer. It is free to internal customers.

However, it wouldn't surprise me if they have again changed their licesing. They seem to do that more than most people change their underware.
