At SW Fox 2007 I had a session on taking control of printing. It combines using report listeners and some API calls to do all kinds of things with your reports. One of the examples was to show how to let the user enter a top and left offset .. and then shift the entire report over accordingly. Basically, I didn't let the report writer do the printing. I let it generate the report in memory .. but I took care of getting a handle to the printer and sending the pages myself so I could adjust top and left and other things.

Having designed a report and tweaked it to align properly on a printer, the next user has a different printer and I seem to have to tweak it again, save as a new report. Seems like a never ending task.
