This one is driving me crazy, so any shove in the right direction would be greatly appreciated.

I have a web page that hosts a user control and a custom control. When I build as a VS2005 solution, everything runs fine. When I compile the code behind using this syntax:

csc /target:library /reference:pa3d_7157.dll /reference:pa3c_7157.dll controls-7157.cs

It compiles fine. However, when I try to run localhost/controls-7157.aspx, I get the following information, but I can't figure out what it is trying to tell me:

Could not load file or assembly 'Controls-7157' or one of its dependencies. Access is denied.
