Not for resale means you can't turn around and sell the Not-For-Resale software - VS2008 Standard in this case. You can use it for whatever the normal license allows including developing/selling/distributing applications built with it - you just can't sell the NFR software itself.
We present or have a partner table at Microsoft events around this area fairly frequently and we try to have NFR software that we can give away at the events (usually by doing a drawing).
