No, it's partially that there are "clinics" where old folks, many who cannot speak English or otherwise understand what's going on, are bussed into for services they don't need.
My son and I have a little game we play whenever visiting down there. At least three times a day we see something you would not see anywhere else and look at each other and say "Third World country".
I swear, there are guys pushing carts up and down streets yelling for folks to come out and have their knives sharpened.
You cannot go a week down there without breaking news of a new scam or corruption.
