I would think that most of the time if you are registering the BO then you are expecting it to participat in all the normal behaivor to include being present in ParticipatingObjectCollection.

As described in the MM .NET Dev Guide topic “Creating Business Process Objects” under the subheading “Accessing Business Process Participating Business Objects”, the ParticipatingObjectCollection is a publicly exposed collection in which you may not want all business objects automatically included…that’s why they are not added automatically. You can do so manually as described in this section.
