No that was the speakers point. If you look at the link you'll see what commission he was on that made these recommendations.

The mayor recommendations did not call for full scale govt intervention. His recommendations more boilled down to calling for for people to stand up and make sacrifices and help better their neighborhoods. As a matter of fact he pointed out some neiborhoods in Newark that had shown dramatic statistical improvement. It was done with very little to no govt money. Just some people there standing up and getting stuff done.
